Off by default, switched on with your own API key. It drafts a requisition from a sentence, suggests a category, reads dates out of a contract, points a spend question at the right report. Each is advisory: the controls decide, and everything works without it.
Off until you turn it on — and it says so, on the screen, every time it is used.
A convenience, not a dependency. Where it is on, every record carries guidance and an advisory 'ask about this request' box. That box states, in the panel itself, that only a short summary is sent and that approvals and controls still decide.

A requester says what they need in words; the form comes back filled in to edit.
The commonest use, and the most visible. A requester who does not know the categories or cost centres describes the need in plain language; the assistant drafts the fields, which the requester checks and submits.

You bring the key, you own the switch, and a page generated from the code lists every use.
It runs on the administrator's own provider key: the data path and the bill are yours. Every AI call is registered in one table that generates the disclosure page, and a use that skips it fails a test.
